Josh Gottheimer has represented New Jersey's 5th congressional district since January 2017 and has become the most operationally effective pro-Israel Democrat in the House of Representatives — not through rhetoric alone but through the mechanics of congressional coalition-building, whip counts, and direct legislative action. Born March 8, 1975, in Jenkintown, Pennsylvania, Gottheimer graduated from the University of Pennsylvania, studied as a Rhodes Scholar at Oxford University, and then earned his law degree from Harvard Law School. Before entering electoral politics, he served as a speechwriter for President Bill Clinton and held senior positions at Microsoft, CNN, and the communications firm Hill & Knowlton — a resume that combined political, corporate, and media experience into one of the most versatile skill sets in his congressional class.

Gottheimer co-chairs the Problem Solvers Caucus, the bipartisan House group that has become his primary legislative lever. In September 2021, when the Squad attempted to strip $1 billion in Iron Dome missile defense funding from a government spending bill, Gottheimer organized a countermobilization of centrist Democrats that forced the funding to be restored — a legislative confrontation that was resolved in Israel's favor largely because of his whip work. He followed that with continued resistance to Democratic leadership attempts to condition or reduce military aid to Israel in 2024, publicly opposing the Biden administration's temporary weapons holds and building enough Democratic support to create visible party division on the issue. His strategy is consistent: work inside the Democratic caucus, identify members who can be moved, and apply pressure before floor votes rather than after.

Gottheimer entered the race for Governor of New Jersey, a campaign that will test whether his pro-Israel positioning is a political asset or liability in a Democratic primary. He has been explicit that his record on Israel is not something he intends to moderate for a statewide audience. His donors include major pro-Israel PACs, and his relationship with the organized American Jewish community in New Jersey — one of the largest in the country — gives him a political base that is structurally tied to his Israel advocacy rather than incidental to it. At Rank 20, Gottheimer is the inside operator: the member who understands that the most important pro-Israel work in Congress happens not on the floor but in the cloakroom, before the vote is called.
