Mark Dubowitz is the Chief Executive Officer of the Foundation for Defense of Democracies, the Washington-based national security think tank he has led since 2010 and which has become the preeminent institution for Iran sanctions strategy, Islamist threat analysis, and policy architecture supporting the U.S.-Israel alliance. Born and educated in Canada, Dubowitz holds a law degree from the University of Toronto and an MBA from the Schulich School of Business at York University, and came to Washington in the mid-2000s with a background that combined financial analysis with security policy research — an unusual combination that proved decisive in making him the most credentialed architect of Iran's financial isolation.
Dubowitz is the figure most responsible for constructing the legal and financial architecture of Iran sanctions as they exist today. Beginning under the George W. Bush administration and accelerating dramatically under Obama and Trump, he worked with congressional staff, Treasury officials, and foreign government counterparts to design the escalating sanctions packages that ultimately constituted the maximum pressure strategy — targeting the Revolutionary Guard's financial networks, front companies, and oil revenue streams with a precision that previous sanctions regimes had not achieved. When Trump withdrew from the deal in 2018, the analysis undergirding that decision traced directly to FDD's research.
After October 7, 2023, Dubowitz and FDD published analysis establishing the financial and strategic connections between Iranian funding and Hamas's military buildup — work that directly informed congressional testimony, administration briefings, and the case for holding Iran accountable for the attack. Following Operation Epic Fury in February 2026, his assessment of Iran's degraded nuclear capability was among the most closely watched analytical outputs in Washington, cited by senators, administration officials, and foreign ministers assessing the post-strike landscape.
